Tong was waarnemend directeur bij het California Department of Technology in 2016. Ze was chief deputy director bij het Office of Systems Integration en agency chief information officer bij het California Health and Human Services Agency van 2014 tot 2016, adjunct-directeur en chief information officer bij de California Lottery van 2012 tot 2014 en chief technology officer bij de State Board of Equalization van 2011 tot 2012. Ze diende als hoofd van het California Public Employees’ Retirement Pension System Data Center van 2008 tot 2011 en waarnemend chief information officer bij de State Water Resources Control Board van 1994 tot 2008.
Tong is lid van de California Northstate University Board of Trustees, National Association for the Advancement of Colored People, Asian Pacific State Employee Association, en Asian Pacific Islander American Public Affairs Association. Tong behaalde een Master of Business Administration-graad aan de California State University, Sacramento.
